Ciprien has only been seen with Periwinkle when she brings the Blood-Whisper clan their source of seafood. He's only interacted with Abital and Pearl, and from their limited meets Abital says he seems like a nice dragon.

Since Ciprien is hardly ever seen in the clan, not really any dragon knows him all that well, or really at all. According to Abital, Ciprien has sworn both him and his mate are a part of the clan, even if they aren't seen.
