"...Hm? Top surgery? Oh, I can do top surgery, bottom surgery, middle surgery, brain surgery, head shoulders knees and toes surgery - I've got it all."
She grins, hands clasped. "Just ask."
It has... a distinctly evil feeling to it. And the scars are... a little numerous? Is that one meant to be "middle surgery?"

Lives: Wandering Contagion - Her laboratory lies in sight of Possessor's mansion, resting on the border between Plague and Wind. It can be seen from his courtyard - it's a minimalist, modern laboratory, with neon lights and a sleek design.
That's only a front. On this floor, Hex sells all kinds of viruses and diseases to those who want to grow stronger through them (or for whatever other reasons they like - Hex doesn't ask questions, and frankly, doesn't care). Traverse a few halls and locked doors, however, and you would eventually find a hall ending in a stairwell. It's gray, sharply industrial metal, with a door in sight at the end. Beyond is Hex's true laboratory.
Linoleum flooring, sharp corners, echoing wails, and even more neon lights - this is where Hex's patients, experiments, assistants, and all the other damned souls are trapped. It spans multiple floors many different rooms, including a hospital section, areas for socializing and activities (wow!), and Hex's personal lair.
The halls echo with muffled wails. Some cry in pain; others lay still in their beds from fear or depression. Meanwhile, some are perfectly content, playing card games in a nearby lobby. Further down is the hospital, fit with plenty of rooms and equipment. The patients here mostly suffer from the less diluted forms of what Hex sells above. There are also amputees; the mysteriously, chronically ill; and subjects undergoing side-effects of experiments. It's all become it's own society. (note: add links on the 2nd sentence to some subjects :3)
Most of the laboratory was graciously provided by Possessor (though Hex bought a considerable amount herself using her profits), who loves sending in test subjects and new goals to her. Hence, a tunnel was added to transport those subjects between them. It's half Possessor's aesthetic and half Hex's, and the transition between them has gained the name "The Deep End." It refers to the loss of color in the hall, fading into industrial monochrome, but also to the loss of sanity or life. "Once you go off the deep end, you never truly come back."
Personality: Hex is cold, calculating, and unsympathetic. They're usually calm and aloof, and strive to be that way no matter the situation (though it's not always successful, of course). She's also serious nearly all the time, and often doesn't react to jokes at all.
She'll give others formalities and respect - including most of her subjects - but if you threaten her power, she'll quickly reassert it back. She learned early that, at least metaphorically, everything is a battle; later, that the best defense is a good offense, whether it be with words or weapons. Their guard is always up, unless they're engrossed in their work or studies - one of the rare things that brings a smile to their face. They adore scientific advancement and science as a whole, as well as it's aesthetic.
Hex is also very autistic. :) She stims through tapping her fingers, changing her enhancements' lights, flapping her wings, and swinging her tail. Like said above, loud noises can give her meltdowns. They also hate the feeling of velvet and similar materials and refuse to wear them.

Backstory:
"You don't get it? Then let me explain. The heart of the Plague fight is to become stronger, yes?" They clasp their hands together. "And what other way do I have do to that? Struggle under countless battles, crushed under the feet of my peers? Rot away in useless filth and disease? And worst of all, spend countless hours recovering, doing absolutely nothing of value..."
They look you in the eyes with a wicked grin. "...Or I could be making instant progress."
Hex spent their childhood running. Her bright feathers stuck out in the wasteland, leading to many confrontations with the hungry and desperate, even as a mere hatchling. They didn't dull with scars nor time, leaving Hex to adapt accordingly.
She developed her cunning and sharpness in these unforgiving wastes, learning to keep everyone and everything at a distance. Nothing was safe unless they had overseen every part of it themselves. But here, she also found her love for the morbid; her dark fascination with the dead, the dying, and the unknown. She found herself at a crossroads.
Bandaging another nasty set of tail wounds, she ruminated. They looked up towards the gargantuan rib cage they laid against, imagining the future. She thought to herself: I'll find a way.
And with a fateful meeting on the border of territories, she finally had.
