Nadia could have easily become a Head Dancer, if she asked Lucina to. In fact, she did receive such an offer, when the house was in the need of a second Head, she temporarily filled the role. Only temporarily, not because of Lucina but because of her own volition. She has no interest running affairs for the house, good at it as she may be. Less power means less responsibility, means more time to do as she pleases.
Nadia is picky with her clients, even Lucina herself can't always persuade her to do the job that needs be done. In many houses Nadia would have received some disciplinary punishments, but she knows Lucina won't lay a claw on her. She's too good of a dancer, too effective. Her methods are simple: laziness. She won't do more work than she needs to, she'll take care of whatever she needs to in a quick and effective day, and then go back to Canopus and relax in the ship's lounge room. She needs to conserve energy for the next job, after all...
