Ideas:
An urban legend exist of a dragon who hopes.

It has been said a Fae named Nebula shines light upon those in despair. The moon hiding behind the clouds shows it's brightest side. The air feels light. Memories leave no room for thoughts. Hearts filled with blood beat louder. The scents around them forms into old visions. The taste of sensations far in the future fill their senses. Their eyes catch sight of their desire. A glowing light showing them a path never seen before. Getting lost in the sight, most have trouble returning. But Nebula always brings them back. It begins to dim. Hope begins to bloom. The ones who saw Nebula look up at the night sky every chance they get. To experience the same thing again. To feel alive in a way that matters only to them.

I am a Will O' Wisp! This family of dragons descends from Loki and Eris, a Shadow progenitor pair who have decided to track their family tree. Eris is more friendly and hospitible, while Loki is more stern, but there is a lot of love in both of them.
