Heaven is empty. It's not what you think, by the way, it's not a city or a fortress or a temple or a library or a prison or a farm. It's just where all the machines are, for creating and maintaining a universe and all the assorted peripherals.

We don't know anything about the entities that made the machines. We've determined, with a little bit of our own research and a whole lot of dead things' research, that even correctly framing the question of "Who are THEY" in your mind is invariably fatal. We are certain this is by design (Don't worry, it's not something one can do by accident. It takes decades of study and meditation, to understand it, to really know what you're asking, and then it takes thirteen forty-firsts of a second for the light to leave your eyes after. We've timed it, we're sure the number has some significance. You're all the way gone before your legs even know to buckle. So relax).

Once THEY are sure the universe et al. won't immediately collapse under its own weight, THEY leave. And THEY leave all the doors unlocked.

So the throne, as it were, is empty. And that means whatever gets there first gets to be God.
