When a tiny, mighty fish swims aalllll the way up a powerful waterfall, they get Tidelord's blessing to become a dragon. And the first village to find the former-fishling gets Tidelord's blessing to keep and raise it, and celebrates because such a mighty fish will surely become a mighty dragon too.
