After the recent emergence of Sandsurge dragons into the open, some clans have slowly come to the realization that their project updates from the Stormcatcher may, just possibly, have been from a dragon who in retrospect was smaller than they expected of the boss, and maybe Mabel in accounting was right when she pointed out that their instructions contradicted the ones her cousin Eileen the middle-manager had received from the Tempest Spire. Of course, plausible deniability is a wonderful thing, and hey, their contact had never led them astray and safety incidents have been down by 79%.
