A long time ago, a weary traveler made their way through the Snowsquall Tundra. A dragon with a kind heart, they carried medicine and food to a settlement buried in the blizzards of the mountains.

On their journey, they were ambushed by thieves who stole what little they had for their own gain and left the traveler to die.

From their bones a bramble plant grew, and from the bramble plant came a tiny veilspun, who dragged the weight of the traveler's sorrows, and the veilspun's heart ran hot with the injustice of the traveler's death.

The veilspun sought out those who had attacked the innocent dragon, and weighed their hearts on a scale. How saturated with hate and greed the slaughtering thieves were; they were punished as retribution, and the scales were balanced once more.

Ultio seeks out dragons who stalk through the tundra and weighs their transgressions on a scale of lightning. A dragon of pure intent's heart will always be lighter than Ultio themself, and they are given mercy. Those whose hearts are laden with selfishness or greed sink the scale, and are judged with lightning for the injustices they have caused.

Ultio is the Roman equivalent of the Ancient Greek daimona (lesser spirit) named Poine.
Poine was the personification of vengeance, retribution, and the penalty for a crime committed.
She is closely connected to exacting justice, or "an eye for an eye, a tooth for a tooth."
