It's not so much a dragon as it is a "synthetic dracomorphic lifeform" forged from a number of alchemical ingredients and old-fashioned hatchling-making. While technically the offspring of Xenon and Neon after a one-time experimental overnight stay, this "dragon" has had its genes changed and scrambled so much that it doesn't seem to be truly related to its own parents. It was incubated in a capsule of nutrients and magical liquids that infused into the egg, giving the child a very flexible sort of body structure with the ability to change texture and hardness at will.
It was born with too many eyes even for an aberration, which can cause some eyesight issues for it. It's best if you don't stare. The two heads can act independently and are two different dragons, but they have an eerie affinity for speaking at the exact same time and refuse to let others know what the two of them are like as individuals.
