Those who sell themselves to the casino are either stupid, or desperate. Nobody accepts a deal like immortal servitude with anything left to lose, and most of the reason this world is a "casino" is to cause exactly that to happen. But you can't run a business off of a bunch of idiots, right? You want more capable, more intelligent types who are much harder to simply bankrupt, or even invite...

So you have to find who you want first- a warrior, a businessdrake, a gladiator, a messenger. You have to give them a reason to come to the casino if they don't have one. Stage an "accident" or two, ruin them. Are they greedy? Ruin everything they have. Are they powerful? Hurt the ones they love. Be careful about it... you don't want to make them an enemy. When they're in the low of these tragedies, lull them into the casino. Skip the gambling crap- bring them up to the second floor, treat them like a noble, let them talk and enjoy the taste of opulence they have so missed or the sudden care being given to their plights. Make them feel like you're a savior.

Then offer to do just that.

Contra prides herself on organizing these events, working closely with the spades and diamonds to "hire" the right mortals for their ever-expanding needs. Her skills lie in being able to see the web of mortal interaction through the newly-embodied souls of old contracted that she collected, transferred to the bodies of her favorite mortal creature; cardinals. Her flock acts like spy cameras, and her glassy golden eyes are reflected in theirs if you look close enough. The red birds seek out what she requests, disobedience being punishable by a one-way trip to Keeper's library for final processing and consumption. She has a vast directory of skilled mortals that she keeps tabs on, ready to draw them into the casino's clutches as soon as they're needed. It's rather expensive to recruit mortals correctly, with all the secrecy and dodging both law and divine forces looking to prevent... "accidents", so many good targets could live their entire lives untouched by the evil of the Shade's plans. But her value is unparalleled- She's the "human resources" of the Luck of the Claw.
