Soyuz Gosudarvo is a revolutionary figure of Murkbarrow Close. Advocating for a movement to "infect the Tangled Wood," they fashion themselves to be a martyr of sorts, willing to sacrifice themselves for "the next great expansion." They ended up being thrown into the Astravallen Archives for attacking various members of the Institute and trying to take it down alongside various other organizations within Murkbarrow Close in a sort of riot with a large group of other dragons of many alignments.
It is unclear why they are named Soyuz - though, she just says it's a name she created for herself - a pseudonym of sorts.
Upon trying to trace their background, it was discovered they were an adventurer and part of a nomadic dragon clan in the Scarred Wastelands called the Snake Lord Hyenas (蛇梟鬣狗.) They ran away from their home clan because of its policy to be isolate from other clans (or at least far away) and their odd parents, and took it upon themselves to adventure around the Scarred Wasteland, meeting dragons in clans around Quarantine Zone #128 and various other places in the Scarred Wasteland. At one point, they became a Plague diplomat after returning home, managing the relations of the Snake Lord Hyenas with various other Plague-aligned clans, and then took it upon themselves to take that one step further and went to go forge relationships with Shadow clans in a bid to "secure relationships with clans outside of the Wastelands." Because of their home clan's remoteness, however, the relations she managed became less about being between her home clan and other clans and were more between just Soyuz and other clans (if that makes sense.) During her journeys, she often scavenged various things she found in the areas, and in the Abiding Boneyard, found a lot of skulls and got in the habit of wearing them on her person as a sign of her strength (as many do in the Scarred Wasteland.)
It was later discovered in the investigation that some settlers in the Rotrock Rim knew her, and she frequented the area as well - devoting much of her life to worship of the Plaguebringer, but too scared to offer herself up to the Wyrmwound like many others who were so extremely devoted. Her prolonged presence of the area seemed to warp her mentally - accounts of settlers in the area record that she revered the Plaguebringer in such a way that she would do just about anything for them, and swore she could hear the Plaguebringer giving her orders to bring carnage to the surrounding flights by taking the experimental strains from the Wyrmwound and absorbing them within her own body. It is unknown if she had actually done this and none of the settlers in the areas near the Wyrmwound can verify if it had, but it is definitely a worthy factor in weighing if her "release of a pathogen" when she dies is a delusion or a reality.
Eventually, she assembled various revolutionaries from many flights with something against the Shadow Flight - this lead to a large amount of her party of people being from the Light flight due to the nature of the ideas present. Some just wanted to destroy things, others had something against the Shadow flight's various assassins and had been affected to some degree by those from Shadow, and others wanted to further their flight's ideals and core tenants within Shadow's territory by invading. Regardless, they started a riot in Murkbarrow Close, and due to the nature of the riot and help from various Shadow dragons and clans, they were able to arrest the revolutionaries and end the dangerous situation. When interviewed by Lunokhod, she continued to discuss her ideals of her own rot being the catalyst to start an expansion of the Scarred Wasteland and, while Lunokhod bought absolutely none of it, it was definitely an interesting series of ideas.
