Fodder Dragons

They're dragons that wanted to serve their deity (exalted) and they are asking clans for a loan to pay for their living expense and travelling fee, so they can go to the clan that "bought" them. They then use the rest of their money to pay trainers, and when they are sufficiently levelled, they paid the clan back (+extra) and set off to serve their deity.

And with DOM and BotE, the fodder price increased because theres an increase with dragons that want to work for their deity (for whatever reason) and all the trainers are swamped, so they increased their training fees.
