Taro was born the second hatchling of the second nest of Azhi and Evenfall, in a grand shrine on the Windswept Plateau. He grew up a brash and boisterous child, eventually maturing into a more diplomatic yet still prideful youth, under the watchful (and long-suffering) care of his parents.

Upon being approached at the shrine by a young Tundra dragon named Potato, who was seeking a fellow Wind dragon to join him in his clan on the Shifting Expanse, Taro leapt at the opportunity to move to the notoriously turbulent region. He had always been obsessed with rough weather and enjoyed flying through thunderstorms, which caused his parents many a headache from worry. Early on, Taro discovered an innate talent for ceraunoscopy — the divining of thunder and lightning — and he wanted to develop his skills in this art. He also wished to someday fly through the most magnificent and dangerous storm in all of history, and draw from it an equally tremendous prophecy, and he knew that the domain of the Stormcatcher would be the best place to work towards fulfilling this wish.

Taro quickly became firm friends with Potato, whose careful and contemplative personality contrasts well with Taro's own audacious nature. He also found his new clanmate Pneumonia to be an excellent co-conspirator in all manner of overambitious schemes, with their joint tendency to rush headlong into peril being tempered by the steadying influence of their clan leader Parsnip.

All of Taro's clanmates appreciate his skill in forecasting the future, and bear with his occasional arrogance and tactlessness because they know he doesn't mean anything ill by it, and will always apologise and make amends when he oversteps. They know that underneath the cockiness, Taro is a true and trustworthy companion.
