A minor noble who oversees the intake of cargo and signs off on caravans come to take the goods topside to Allbright. Young, but seems much older because of his rather sere personality. Takes his job and himself very seriously, and can be quite firm - borderline mean - about his orders, but they're all done in earnest to make sure nothing dangerous is being brought in. He cares about his little portside town and often lends an ear to Mara, the mayor, as his levelheaded, honest, and well-informed opinions are just the sort of neutral sounding board she needs.
When not on the job he is a much more agreeable, though no less serious, individual. Part of the reason he chose to move to the port town was to learn how to relax a little, which he certainly does when the wind is soft and the sun is nice and low. He finds peace in the sound of the waves on the sand, where he'll sit and watch the sunset with his thoughts turned inward. He has a habit of daydreaming, sometimes quite vividly, of fantastical stories inspired by the novels he likes to read when the weather is bad; he's happy with his quiet, comfortable life, though sometimes he wonders if he might someday have his own adventure of a lifetime.
Doesn't believe for an instant that there's some sort of cryptid haunting the coast. Sea beasts and the like? Sure, absolutely. There are plenty of natural threats in the area that need to be taken seriously. But nothing like what's been described matches local fauna, and for that reason he is absolutely skeptical.
