Baltar is the only dragon to live in the tower aside from Stormbreaker. He keeps himself to himself, though sometimes chips in on conversations that happen inside or close to the walls on the tower, scaring the life out of everyone. Some say he's a ghost, others mandate that he's just an outsider who plays tricks, and others still insist that he's just Stormbreaker putting on a funny voice to scare people. One thing remains certain, though: no one has ever actually seen him in the flesh. Any who sneak into the tower if Stormbreaker is out in order to find him always turn out empty-handed, and the only suspicious thing appears to be a statue covered in vines, though everyone claims it's in a different spot...
