Local dragon kook who doesn't actually think he's a dragon, which is super entertaining most of the time because every time he denies it, his son surrounds him with mirrors. Maybe his goggles are so tinted that he can't see them...

Doesn't seem to like the two that he calls his "kids" very much, despite them being ... his kids, probably? The current theory is that he made them out of soupy bio-matter and fatherly love and something else called "excessive amounts of asbestos".
