Deputy Minister in the Kaiator Department of Transportation. Pioneered the rent-a-hoverboard program, with hoverboard decks across Kaiator.

You see Zauvari's eyes light up. You get the sense he's had this discussion dozens of times and never, ever gets tired of it.
First, not every dragon can fly. Snappers exist, and even among flying breeds, there are dragons with mobility issues (injury, disability, old age).
Second, even if you can fly, hoverboards are faster and easier than flapping everywhere on your own wings. Granted, you could just take public transit (and many do), but if you want to get directly from point A to point B without dealing with schedules and crowded stations, hoverboards are great.
Third, hoverboards are cool!!
