He is the duke. Answers to Bun. He's one of the higher ups that actually see and speak the foot soldiers to whereas Bun stays in the shadows issuing commands. However, neither he nor Bun actually get their claws dirty with busywork. Wants to do the right thing but ultimately trusts the judgement of his commander. Being rich, he's very out of touch and comes down hard on thieves. He literally just doesn't understand that some dragons can't afford food. Big "if you work hard, good things will come your way" kinda guy who doesn't believe in shortcuts. Does he have a mistress that he sees instead of his mate Cassiel? Does Bun allow him to pay fewer taxes in return for not so legal favors? ... thats not relevant shut up its ok when he cuts corners
