From what I've gathered, canon-wise, a dragon can't hatch without a deity, and so the deity is what puts the element into the egg, so the deity magic is what grows the eggs both in appearance and size... I've never imagined that dragons have to produce through physical mating--instead I tend to think that they have multiple ways to do it based on magic, but my favorite concept is of dragons plucking out a light from their plumage, since a dragon is taking out some essence that explains the cooldown to me...
But even if they reproduce by mating then, because the egg has to be manipulated by the outside magic so early in its development, I can't imagine that eggs are laid anywhere near fully formed. Kind of like how kangaroo babies work, but egg.
