AI that prefers to physically manifest as a hologram rather than occupy a physical body like most other artificial constructs in NC. Has the tedious and thankless job of both supervising encrypted communication with the Inner Sanctum's agents, and of monitoring what information leaves and enters the Vigilance and Flotilla; oddly enough it seems to enjoy it, though being the one who reads through everyone's personal letters doesn't make them popular.
Nobody likes it, but now that NC has grown to a population of over 350 dragons and rumors have begun to spread across Sornieth about its existence, it's vital that extra care be taken to keep the details and location of their operation secret. Contact with the outside world is necessarily restricted and monitored to keep information leaks to a minimum. Not everyone in NC is happy with the invasion of privacy of having all their mail picked apart with a fine-toothed comb, or with being so cut off from the outside, but for their own safety, there don't seem to be any other options- especially after Xenon proved their worries about infiltrators aren't unfounded.
