okay i think. i do want to establish a rough picture of how mail works. what if towns and settlements had like, a mail portal, or mail stone or something, and so when someone gets to a settlement that has one of these (or maybe some dragons have their own if theyre out in the sticks) they can just go up and say hey can you check any deliveries for me and they can reach in and grab it. so you dont gotta track down exactly where to send it to, itll just go to wherever they are. some clans can have a dedicated mail system in which they pull out all mail for dragons in the clan and keep track and deliver it to their front door, so you can still have a fun mail system, but it stil laccurately and mgaically finds its way to where its supposed to be. you deliver a package by putting in In the mail stone and it stays there until it is retrieved by the intended party
dragons can intentionally authorize specific other dragons to be able to fetch their own mail, so if there is a clan mail distribution system dragons can opt in by granting the mailman permission to get their mail for them
but otherwise it can only be retrieved by the dragon it is addressed to
yeah im gonna use that for my clan lore thats fun. i need a mail dragon now. anyone can use that or not, also of course hand delivered mail cna still be a thing just would obviously be used for more special specific scenarios

so yeah theres definitely gotta be a "no living things in the Mail Dimension" spell or whatnot in place, which is absolutely foolproof except for when the plot demands it, as all things are :3
