The first time the Radiant Watcher faked a prophecy on his own, it was for his sister.
He was still young enough then that he believed the High Priest Colias had the clan's best interests at heart--that the false prophecies he fed to Watcher were to lead them to the glory of the Lightweaver, and not just for his own ends. Even at that age, though, he wasn't so naïve that he didn't know that he was protected from the worst punishments only by his status, or that Sunrise had failed a task set by the High Priest and she was very, very scared.
The faked prophecy wasn't very good, and even as he spoke it he could tell that Colias was furious. But the rest of the clan believed it enough that Colias couldn't do anything publicly, and more importantly it got the attention off of Sunrise enough that she could run.
She never came back.
As the years went on, Watcher grew and changed. He learned over time that the High Priest only cared about his own power, and grew to suspect that the old man had never been called by the Lightweaver at all. If the Lightweaver hadn't called him, then his power only came from lies, and Watcher could be good at lies too. He practiced until he could fake a vision that was indistinguishable from his real ones.
("I only learned it from you, Your Holiness.")
The High Priest and the Radiant Watcher presented a unified front to the rest of the Celebrant Clan, knowing that sowing dissent could endanger both of them, but behind the scenes was a vicious power struggle. Colias mostly stayed on top, if only for having more concrete plans, but Watcher was perfectly capable of undermining him, twisting the path of the clan towards his own capricious ends.
Finally, after years of this, Watcher crossed some invisible line--riling up the clan a little too much, shifting them too far from a goal that mattered to Colias--and the High Priest decided his Watcher was more useful dead than alive. Watcher awoke in the night to a vision of knives and of Colias crying fake tears as he ordered vengeance upon killers he'd hired himself. Taking only what food he could steal without notice, and his slink companion Brita, Watcher fled into the night.
With nowhere else to go, Watcher finally decided to chase a vision he'd been having for years, one he'd never told the rest of the clan: the sun rising over the Crystalspine Reaches, and a warm kitchen that smelled like home.
