I'm not sure how much of Cadrawd's lore you'd like to ambiguously incorporate into Comet's, but to make it easier, I vaguely remember knowing that they grew up together, if only for a short while, until Cadrawd got sent to the Academy. As a consequence, Comet would've been upset, having had a good relationship beforehand. This might've led her to challenge authority as an authority had taken her sister from her. Perhaps since they're fire flight, they were mischievous Nocturnes in Cinderslag, then when Cadrawd was taken her sister became something of a rebel?
She could have a childhood romance where her once-adoring-dragon now fears her capabilities, or they could be together leading/following whatever it is, OR just forget any of that and make Comet a much quieter, much softer dragon after having her sister taken.
