Neptune is the oldest of the 12 Elemental gods. They say he's been around since quite before the kingdoms were established, and he remembers all too well.
Hundreds of thousands of years before the Kingdoms existed, dragons tended to stick to others of their own element. They were spread out across the world, trying their hardest to survive. The biggest groups were what founded the earliest kingdoms.
A pack of Wind and last remaining Lightning dragons had been at war with each other over land. Neptune, being old and wise, was one of the leaders of this war. He fought hard to protect his friends and family, but when Wind started to ally themselves with the Nature dragons, all hope was lost, and almost every Lightning dragon was lost. Neptune took his remaining warriors and fled, to which for years nobody would take them in, until they fled to the colds of the north, where what would become the Snowfall Nation showed kindness and took them in.
Tired, and his body growing old, Neptune found himself slowly unable to lead the remainder of the Lightning dragons. All sorts of healing magic of the time was tried, but not everything could be fixed. That's when, a young Arcane dragon full of potential, basically still a child, offered him her aid. She explained she wasn't quite sure where she got the knowledge from, but it felt like she had just seen the distant future and might be able to help him, but the risks may be dangerous. He agreed, and with unexplainable technology they had been able to replace part of himself with mechanical-like parts. Neptune was able to stand powerful and strong again, and lead the small group of Lightning dragons onward.

Nowadays, Neptune is known for being grumpy and complaining about the cold. But that grumpiness seems to go away when talking with or to that young Arcane dragon, now grown and leading a kingdom of her own.

The Stormshock Nation is known to be the smallest of all, to the surprise of many. The average dragon assumes Gravehills would be the smallest as the plague element kills so many of their own daily, but Stormshock has a different reason.
After almost all Lightning dragons were wiped from existence, the remaining few have found it hard to make a comeback, especially since they aren't suited harsh arctic colds. But in a world where electricity is more convenient than the aid of a Lightning dragon's magic, most nations don't seem to care for helping them.
The few Lightning dragons that do remain find themselves quite adapted to harsh weather, but prefer to stay inside on the colder months. After all, they aren't of the Ice element, who are able to withstand subzero temperatures with ease.
To help adapt to the freezing environment, Lightning dragons became quite adept at technology. While this started with simple heating, eventually, with the help of the wisdom of Arcane dragons, they learned how to build more advanced tools for living and entertainment. Along with their natural electricity abilities, powering these tools are a breeze for Lightning dragons.
While they have not found a way to save all lives in their harsh environment, every year the technological advances of Lightning dragons make it more and more possible for their kingdom to grow once again.
