You pass this large dragon as she carefully cups the flame of a candle within her claws. "I hear you," her left head whispers to it. "I see you," the right one mutters. Neither notices you, and you hope to keep it that way.

The abyss-touched lampkeeper of the Tangle is a curious one. (Or two.) She is never seen during the daylight hours, emerging only with the setting sun. Phenomena never acknowledges the presense of others in her midst; indeed, she seems wholly unaware that there are others around her at all. Muttering between her two heads as she moves from lamp to lamp, the fellow residents of the Tangle have learned to get out of her way sharpish or risk being bowled over entirely.
There only ever seems to be one of two things on her mind: lamps, or 'he'. Perhaps the light is the only thing that can ground her, as she treats the flames she tends with utmost care, and even love, as if they were children. As for the 'he' she falls into rambling fits about — it can only be assumed that Phenomena is referring to the lost Tidelord himself, rising from whatever depths have cradled him for so long.
One would hope so, anyway.
