Once, he governed the flow of the leylines, staying the hand of the Councillor whenever their decrees were too harsh. Now he realizes that is precisely why the Stygian left them together to it— and though he understands her motive, he does not agree.
No, what is needed is an order entirely new. He’s not quite happy to leave the leylines solely to the Councillor for an indefinite amount of time, but without his temperance, their decisions will eventually force someone’s hand. And that’s about the best that he can hope for.
And if that means he has fallen from grace, then so be it.
