Cleo is an unknown quantity to most dragons. Unless one is familiar with the uncommon lineage she belongs to, she's an oddity. Something between dragons and liquids, Goo Fliers are strange and versatile product of the Tangled Wood. Shifting between solid and incorporeal, Cleo has been prone to snooping since she was little.
Cleo arrived at the Silent Crow in a most unusual way. She was found in an incoming shipment of antiques, languishing at the bottom of a golden cauldron. When Cricket, who was sorting through the pile of new treasures, tried to pour Cleo out into a sink and was instead met with a baby dragon, the whole acquisitions department was in a state of disarray for the rest of the evening. Cleo didn't speak much, which made finding any living family difficult (if she indeed had any living family.) After an emergency board meeting, it was decided that Cleo could stay at the outpost, with the universal understanding that she would be encouraged to move on once she was old enough.
That day did eventually come, and Cleo was ready for it. She had grown up quickly and gracefully, although she still exists somewhere in the gray area between dragon and creature. She found out pretty quickly that her skills lend themselves to excellent investigative potential. She started a business, finding things out for other dragons -- for a price, of course. It keeps her afloat, her professional snooping. For an Imperial, she's very maneuverable, and very good at not being seen. She scrabbles up the sides of buildings and melts into and out of shadows, here and gone again at will.
Cleo stays in touch with the Silent Crow Outpost now and again, although she doesn't work for them. Sometimes they need a pair of eyes in a territory she happens to be in, and she obliges. She figures she owes them. The nature of their work does not offend her. Very little offends her.
