... #ID-999--01, also known as "Device", as of --/--/---- will be under LOW ACTIVITY containment. Refer to notes below. If there are any signs of higher or lower activity, report to Council immediately with no delay.

LOW ACTIVITY Procedure:

Only 2 squadrons of dragons will be present on the site at all times. All members must be dressed in commoner Light Apparel, with magica and weapons concealed. If found, claim to be guards of fellow Merchants.
Have regular contact with all 3 local clans around the Site of Containment. A lack of response for longer than 1 week must be reported to Council and investigated under assumption of a DEAD AIR event.

MODERATE ACTIVITY Procedure:

Up to 3 squadrons of dragons will be present on the site during daylight. Upon evening nightfall, all members must evacuate within 100 meters of the Site of Containment and not return until daylight returns. If daylight is late by more than an hour, assume DEAD AIR event has occurred and proceed accordingly.
Monitor localized Light and Water magic stores. If they show a trend of worse than 15% of loss for more than 3 days, apply cached magica reserves. If trend stays negative or worsens, assume DEAD AIR event and proceed accordingly.
Keep contact via long-distance means at all times with local clans. If no response is received within 48 hours, assume DEAD AIR event and proceed accordingly.
If any members or local dragon(s) are caught out during nightfall within 100 meters of Site of Containment, neutralize and bring into supplied quarantine center. Quarantine must last no shorter than 2 weeks from the daylight of capture. Indefinite quarantine is allowed in extended Moderate Activity.

DEAD AIR EVENT (HIGH ACTIVITY) Procedure:
2 or more of the following events must be directly observed by personnel on-site before a DEAD AIR event can be enacted. If all have been observed, and/or there are separate unrecorded anomalies occurring within the 100 meters of Site of Containment, no Council authorization is needed to declare DEAD AIR event.

Daylight is more than 5 hours late, if present at all.
Air quality is non-livable for any dragon of any size known to Sornieth. Air is also tinted grey, black if in dense enough concentration and leaves residue on any material it touches.
Illness is prone within 24 hours of contact with, or ingestion, of air, along with mortality within 78 hours.
Local Light and Water magica reserves are over 90% depleted, or missing entirely.
Surge of foreign Shadow and Plague magica in local flora and fauna, resulting in wide-spread decay and crop failures.
Massive increase in mold and fungal agents, especially those not native to the Light.

Do Note:
While this is often performed by the local clans around the Containment Site of #ID-999--01, for sake of consistency and to not "Mess around and find out", if the local clans have not performed any of the following, a dragon from either squadron should be assigned to complete these tasks before nightfall. They include:

Watering and de-weeding the Red Rose patches around the immediate area of #ID-999--01
Replenishing the 5 marble ponds surrounding the perimeter if water level is below 50% of max
Removing wilting leaves and vines from #ID-999--01's body
Regardless of source, clean away any unsightly debris from #ID-999--01's body if discovered. This does not include bruises, cracks, or chipping. These are mended overtime.

Failure to complete these tasks has not been proven to have ill effect - and the local legends shall not be taken with any serious merit here - but for the safety of everyone on this site, we will not find out what occurs if we don't.
