• Rifel made a lot of mistakes and has finally paid them. Debt is an ugly thing, especially in the impoverished Districts and it takes more than an arm and a leg to pay back the powerful.
• Rifel, unsurprisingly, keeps to himself and does not like confrontation.
• He is not a mean dragon. Rifel hated what he was forced to do and now looks forward to never having to hurt or scare anyone ever again.
• A lot of his free time is spent volunteering at the food distribution center for the districts.

Rifel was a hired gun of sorts. His job consists of tracking down and dealing out punishments to those who made it on Stross's List. That and keeping tabs on who owes protection money.
