Rohan is of a very one track mind, usually that single thought being to keep his name associated with royalty. Because of this, his subjects are usually not the first priority, and as such his neglect has led to the deaths of many, and the loss of his own kingdom.

Unwilling to part with his crown however, he moved his court to the Shifting Expanse, and slowly began gathering subjects once again.
