INCIDENT REPORT #58902:
Concerning Citizens #74676163 and #74651268.
At hour 19:03, a standard-size rift in time appeared in restricted government District 9. The rift was open for approximately 127 seconds, as predicted. Time agents were not dispatched due to the temporary nature of the rift. Citizens #74676163 and #74651268, hereby referred to as Target-63 and Target-68, were in District 9 for unknown reasons. Records indicate two guards became unconscious due to blunt force trauma minutes before the breach. Security footage not corrupted by proximity to time rift depicts Target-63 and Target-68 proceeding in the direction of rift origin. Target-68’s signature disappears from the district tracking map shortly after. Target-63 seems to have removed or otherwise lacks a standard tracking chip. Target-63 was also seen to be carrying forbidden literature of antique nature on its person during the breach.
