SUBSIDIARIES:
It does occur to me that it would make sense to have a whole subsidiary specifically for delivering things to water flight. waterproof packaging, water-acclimated couriers, tidal forcasting, all that jazz would call for specialization.

look water is next to sornieth nevada, for one, and for a second it's next to lightning, which is also a trainwreck, and for a THIRD, it's next to wind 'absolute freedom' flight. water WANTS to be in here.
perhaps the same is true of Plague, depending on how actively toxic/unhealthy it is for non-plague dragons to enter that space in your lore.
well for non-plague dragons, maybe don’t take a dip in any soop puddles scattered around but otherwise flight territories are pretty safe for non-flight dragons to pass through

Ice flight almost certainly requires at least specialized expert couriers and specialized packaging, so that's another opportunity for a subsidiary.
>ice, definitely ice, definitely so, the resurgence of the gaolers, that’s already a plotpoint in my lore— there’s a LOT OF POLITICAL UPHEAVAL over in ice due to the gaolers and moderns clashing in societal and ideological ways, i actually think ice’s company aren’t quite couriers they’re actually guides (but they are willing to! help out and lead couriers through the flight)
Fire too, depending on how hot/ashy it really gets over there in your lore? That could be anywhere from "it's as tame as hawaii" to "It's ridiculous, remember to equip link's red tunic or else you die in minutes"

@ VULTURES' WAKE:
I imagine that Vulture Co. and Monsoon Co. have a sort of hate-love relationship. On the one hand, they're direct competitors and therefore natural enemies, on the other hand, their priorities and ideals do rhyme in a way that would garner some mutual respect. On a third hand, I would see each of them having STRONG (and mildly hypocritical) OPINIONS about the other's praxis which would lead to some friction. On a fourth hand, they're stronger when they work together smoothly. I imagine that each HQ has a whole department just for dealing/negotiating with the other.
