Described as simple, solemn, and gruff, Mitsurugi Keita, referred to as "Kei" by those familiar, is a flourishing hairdresser located in a quaint street of Asakusa. He is the younger brother of his much more flamboyant brother, Kojiro. He is partners with Sugawara Juro, first encountering him in high school, and then again as a client before growing close.

Beneath his aloof exterior is a gentle man, having no limits to keeping those dear to him out of harms way. He has a penchant for cooking, often pouring his adoration into home-cooked meals rather than words. Keita also finds a fondness for the street cats that make their rounds around the city, leaving a meal for them almost every night. Bring any of this up to him directly, and he'll deny all of it or refuse to give a clear answer.

Despite his seemingly normal way of life, Keita has a second life after hours, operating as a weapons dealer under multiple aliases. The back of his store serves as a weapons shop; becoming a client is more than austere, though this is returned with superior products and complete anonymity.
