Radio-wraith
A lizard shape occasionally manifests in the power station, crawling along the walls at night. Radio waves are distorted when it draws near and speakers will begin to buzz with static. Once a dragon who spied on the Council of Stars for a rival clan, Contact now haunts the abandoned research facility with the other exiles. They can't travel far from it without losing energy and have no way to reach the Council's base on their own. Sometimes an unwitting visitor will allow them to hitch a ride, allowing them to wreak havoc in the Council's communication system.
Contact is barely a dragon anymore, having been transformed into an incorporeal entity by the magic of the research facility. They're driven by the mission objectives they sought to complete in life: to gather intel on the Council and sabotage their efforts to extort smaller dragon clans.
