Phane

Phane is keeping track of the mystery entities that roam the clan borders.
Most appear harmless and very not dragon. Some seem dragon. Its important to him to be sure they won't become dangerous. Are they hiding something? Where did they come from?
He is rather bias towards those that don't like him and will label them as dangerous to clans. He will easily accidentally insult non mortals in his pursuit for information.
He is a nosy stubborn man that goes to the end for research.

Being a brilliant minded scientist of space travels he has created a portal that allows traveling to different dimensions (for the price of being sick for a day). Some suspect his research has not been gained legally as this seems something only Arcanist would be capable of. But theres no way he stole from Arcanist the magics too stable and Phanes too much of a coward. Plus the Arcanist would know and punish them right?
Regardless the portal doesn't cause trouble for the clan as nothing dangerous has come through.
