Cursed Doll imbued with fire... became an arsonist... banished to water where he can't set things on fire.
All who see him are afraid of accidental fires. Eyes are still burning, even underwater. Water lair inhabitants kindly ask that he not stand too close to their personal coral collections.
And I mean, For some reason I'm thinking of this ominous thing coming closer in the dark kelp, which is sizzling a dim ashen red from it and then you hold out the lantern filled with whatever luminous things dragons use in these parts and it seems even worse (, because in the dim cooling depths this veil just looks like some ominous zombie snake, trailing long shredded seaweed), but then you notice the screeching things around him are not spectres, nor drowning cats, but whooping hatchlings clutching the soft plush of his hair. Yep, I imagine Ragnarok is just enjoying his life and scaring the sht out of any random passerby.
