Legend says the Fallen Star is exactly that, a star that fell from the heavens and landed in the ocean.
Lore concept:
She was part of a clan of special dragons known as Cloudwalkers, who as the name suggests are able to walk and live on top of clouds. Spiritually and in folk lore they were believed to be a massive clan made of exalted arcane dragons, whose purpose was to further ascend become to stars in the night sky, becoming devoted to being studied by the Arcanist. The Cloudwalkers were known as the gardeners of the stars, and every Starfall the amount of shooting stars peaks in an event known to Cloudwalkers as the Starvest, where Cloudwalkers become stars en masse.
During Starvest, in Twinkle's attempt to become a star, she instead became a truly fallen star and fell from the clouds and landed in the ocean, becoming reborn as a normal dragon in the lower realm. The Clan of the Crystal Nook, being located nearby in the Crystalspine Reaches, saw this event occur and dispatched a rescue. They brought the baby dragon into the clan, and now, being a snapper incapable of flight, she cannot get back to the clouds. She does not remember her past life from before she was exalted, only that she was once a Cloudwalker and fell furing Starvest.
