The Toymaker.

A mirror of strange lineage whose parents can produce excess raw materials for use in medical applications. He was brought along with a young doctor to the site of what was expected to be a few minor skirmishes, to help the medic with the wounded. He was still quite young then, but had inherited a strong manifestation of both his parent's abilities.

Necrosyrtes pulled the mirror out from a ditch filled with the mangled corpses of other dragons in the aftermath of a clash between a powerful sect of Serthis and a small alliance of dragon clans. Such collections are her grim task. On this day, she turned over some of her bounty to Binder. From those remains the dark coatl tested a wide variety of necromantic principals. It was not his intention to raise anything, but rather just to hone his skills and gain a greater understanding of life and death through magical study.
This one moved beyond his will.
Binder, for all his bleak appearance and ghastly work, is a gentle soul. He saw how fiercely the mirror clung to the world of the living and stitched together the remains into a new, usable form for it.

The raised mirror, though willful, was not as robust in body and mind as most living dragons. It had no memory of its previous life, and remained perpetually child-like in disposition. It remained in the Binder's keeping for some time. As an undead it was ill welcomed anywhere else in the clan, and it's gruesome appearance made it hard to make friends with non-plague dragons. The name "Mascot" was given to it, in reference to Binder and as a way to dismiss it as a real dragon.
Having watched Binder work, and knowing a little about the principals employed, Mascot decided he would solve the problem of not having any friends by making himself one. He took the heart of a dragon from among the jars in Binder's collection and sewed it into a body made of castoff fabrics from Loughrey's shop. The inside was all rotten rags, feathers, bits of fur, and all the softest things Mascot could find.
He made the Poppet look like he did, because that seemed like the proper thing to do. The night she woke was the happiest Mascot could ever remember being, and the two of them spent hours playing and exploring until they were discovered by Binder.
