Vanya

Vanya doesn't have any wings, that much is obvious. He was born with a birth defect where he simply didn't have any. Being unable to fly, and always having wanted to, he took to the sea, because swimming is as close to flying as a wingless dragon can ever get. He learned that his charges were sea anemone, and he ended up discovered that he was immune to their sting, so he decided to form a symbiotic relationship with them and grow them on his back. The anemones are protected and fed, and he protects them and has his back covered so he cannot be easily attacked. Because of his charge, he often has an entourage of clownfish following him because they make a home on his back with the anemones. He names each and every single one.
