 Shamhna is in charge of The Sending (i.e. exalting dragons to be sent to the Lightbringer) She sends her son Dugan to retrieve a dragon when their name is whispered into her mind by the Lightbringer. She is blunt and unforgiving but respects those who wish to serve Her.
