The metropolis surrounding the Tempest Spire is no easy place to live. Known only as Tempest City, the beating heart of the Lightning flight is a noisy, crowded, lawless place. Above, the wealthy and powerful live lives of luxury in towering skyscrapers of glass and twisted steel; below, the less fortunate try and scrape out a living in foundries, factories and workshops, fueling the industry that both feeds and chokes the city; and beneath its streets lie miles of piping, power conduits and mains lines - the veins of the city, delivering power from the Spire across the entire flight territory.

In this pressure-cooker environment, crime runs rampant. Low-life thugs throng in the city's underbelly, preying on its citizens; these answer to gangs, organised crime syndicates and their leaders; and these in turn are under the thumbs of the city's true rulers: the so-called supervillains. These larger-than-life individuals each rule over a section of the city like their own personal playground. Squabbles and turf wars are frequent, fierce, and often deadly.

Argus is a new player to this deadly game. Head of what was once a profitable mining company, CYCL0PS, they have used their wealth and access to raw materials to build up a sizeable arsenal over the past six months, and have recently gone public, claiming part of the city's southern smelting district as their own. Young, cunning and ambitious, it remains to be seen whether Argus will be able to hold their own on this stage - or whether their burgeoning career as a supervillain is headed for a sudden end.
