Warkeep left his parent clan because he was getting annoyed of all the dragons around him eyeing him like he was going to sprout three more heads and attack everyone. Just because ONE Emperor is around doesn't mean that all the Imperials were going to instantly turn into one.

So he left his old clan and went to the plague clan. There, he was accepted by Valmar and requested he assist Ling in dealing with troubles within the clan's ranks. Accepting the position, he now had the job of helping hold troublemakers down when being questioned and keep everyone from going insane in a blood fury.
