Fodder dragons are always* for grabs.
I may be willing to part with permies. For the right price. (the right price being quite high; don't expect me to part with a permie for a penny)
*except for conquests battles, and for personal reasons on a whim
Unless that dragon is in a dedicated sales/to be sold tab or expressly states that offers are fine then no. Do not bother trying to buy dragons that clearly say they aren't for sale. Pester me too much, and you'll be blocked.
