Turbo and King Candy are the same person. He tends to change forms depending on the mood he's in.
In this form, King Candy is more equipped for battle as he's bigger and has more limbs. But he also has the primal instincts of an insect, so everyone makes sure that he doesn't try to destroy everyone else when he's in this form. Rumor has it that when in this form, he has some sort of control over Sci and Cyber.
