I have been examining my predecessor’s records and compiling all information that I believe to still be relevant at this time. In the coming weeks, I will have updated files ready on all fugitives reported to exist in areas under our juristiction. This is the first, by Warden Tyche’s personal request. Tactician Enheduanna] Name: Hemlock Gender: Male Rank: Malice Ichor — Crowned Status: Active & Aggressive Physical Description Dark coat, though rather than the standard black it edges toward blue tones. Vibrant red mane. Massive, gnarled red horns crown his head. His most distinguishing feature is the blue of his coat; few other Malice Ichors have been sighted with the same appearance. His Crown is recent, and patrols will need to be warned to keep an eye out for it. Report The Malice Ichor known as Hemlock was once a Carnage-Ichor sentry, but years ago he went rogue and left the Order. He vanished off the face of Sornieth for several months, and was presumed dead or missing until he made a reappearance. Records of his time as a Carnage-Ichor are unusually sparse, and I suspect he destroyed them before he left in order to make finding him afterward more difficult. Reports began emerging of a Malice Ichor specifically targeting C-I patrols several months after Hemlock’s disappearance. Many resources were put toward identifying this threat, and several C-Is who had a history with Hemlock positively identified this new aggressor. We have little prior information to work with, but those who knew him described him as a dogged, cunning dragon: the sort who was dangerous even before turning to Malice. Hemlock is easily recognized not only by his characteristic appearance, but also by his distinctive magic. His illusions are powerful and overwhelming to the senses. Those affected who survived reported everything from simply being unaware of any changes in their surroundings to the powerful belief that they had been transported to an alternate universe. Hemlock appears to enjoy toying with his targets before he makes any decisive blows, but he does not hesitate to kill or maim his weakened prey. Hemlock was not previously believed to be a physical threat to any Carnage Ichor, although before being Crowned he had a slim but growing body count. After his assassination of the late Warden Snakeroot, his capture is a top priority; he has become much more powerful in the aftermath. He seems to be targeting C-Is specifically—though whether from grudge or some deeper strategy is difficult to tell. He is an active and dangerous threat to any C-I in the field. Despite this threat, we know that his magic is not without limits. Powerful though it is, it can only impact one mind at a time. Thus, all patrols are advised to include at least three dragons; if one is affected, the other two can confirm reality and investigate. Hemlock has very nearly been eliminated with this strategy before, but he is slippery. Twice, he passed off a different corpse as his own with illusion. If he is ever thought to be killed, we require three simultaneous corroborations before we can verify it as true. Advised Action Hemlock is an exceedingly dangerous target; engage with absolute caution. If he is spotted, confirm the sighting with your patrol and pursue. If possible, bring him in alive: he has notable connections to two other known Malice Ichors—potentially more—and the information he may have is worth more to us than his death. Additionally: while he has faked his death to several patrols before, it would be much more difficult to do so in a prison, surrounded by countless Carnage-Ichors. His illusions may be potent, and his physical strength as a Crowned Malice Ichor may make him dangerous, but this is the only way we can safely confirm that he is finally dead. He is a top-priority; any information found on Hemlock must be reported immediately.

About
Hemlock is an expert illusionist and a sorcerer of no small power; when he lost the immense strength and near-invulnerability he so enjoyed as a Carnage-Ichor, he vanished from the world while he learned new techniques to protect himself from the ever-more-dangerous threat of his former allies. When he was confident to show his face again, he had changed significantly: instead of relying on his strength, he began to rely on his cunning. And he began to delight in causing discord among the Carnage-Ichor order he had left; it may be the most dangerous choice of targets, but Hemlock can't imagine himself enjoying anything else as much. He and his partner, Valerian, make their home in a number of locations around the Scarred Wasteland. When one is exposed, they migrate to another. Between Hemlock's magic and Valerian's tactical mind, the two of them have eluded every attempt to track them; if not for Hemlock's hubris, and his obsession with messing with the C-Is, they would be impossible to find. As it stands, Hemlock is occasionally spotted in the Scarred Wasteland, and sometimes he is even pursued; he has never once been captured or killed, though, and takes great pride in that fact. |

Malice-Ichor Crowned
Malice-Ichors are chaotic dragons who bring discord everywhere they go; they feed off of negativity, and thus cause it wherever and whenever they can. They are known for being liars, and depicted in stories and art as liars, whispering into their victims' ears. Hemlock embraced Malice easily, and has cultivated powerful, dangerous magic from his new abilities. He is the picturesque Malice Ichor: sowing discord wherever he can, feeding on the negativity he creates, and leaving destruction in his wake. This isn't enough for him, though: the only thing he truly wishes to destroy is the Carnage-Ichor order. He finally gained his Crown after the murder of a C-I Warden, planned together with his partner, Valerian; it was the proudest moment of his life. |

Loyalties
Hemlock holds no loyalty in his heart for any larger group. Once, he may have been loyal to the Carnage-Ichor order that raised and trained him and made him one of the strongest dragons alive, but no longer; the power he has found for himself as a Malice-Ichor is better than anything he could have had in his old life. He no longer hears the whispers of the Plaguebringer in the back of his mind, and he no longer misses it. He has no connection to any other group of Malice-Ichors, either; while he is aware of Shiva's network, he is a bit too vain to pledge himself to anyone, even one who shares his desire to undermine the Carnage-Ichor order. He is aware that his partner, Valerian, occasionally passes information along to them; he doesn't mind this. He himself has visited one of their strongholds, but he is adamant that he will swear no loyalty to them. His only true loyalties lie with himself and his partner, Valerian. From time to time, they do take in recently-hatched or turned Malice-Ichors, and Hemlock is amenable to teaching them a bit of his magic, but (with the notable exception of Asphodel) he is adamant that this is not a familial connection, and it is not one that can be called upon later. Hemlock has no desire for ties to anybody but Valerian; even just the one weakness is one too many. |

Valerian || [ relationship playlist ] Partner | He/him Valerian is a Malice-Ichor that Hemlock managed to tempt away from his position in the C-I order, turning him to Malice as well. The two of them are a unit; Hemlock and Valerian are well-known for the work they do because it is flashy and rash. Annoying the C-Is is risky, but the two of them seem to get some sort of thrill from it. Reports are unclear whether they are business partners or romantic ones; it's difficult to believe that Hemlock could feel real love for anything but himself. |

Incident report
Report Regarding: Malice Ichor "Hemlock" [Report is partially missing or obscured.] ...Above all, do not approach the subject alone. While the power of his illusion magic can be overwhelming to one mind, it can only impact one mind at a time. Thus, in a group of two or more, if one is incapacitated, the others can compensate. Subject necessitates cautious approach in all scenarios; he has proven elusive and deadly even to prepared C-Is, and little is known about the magic he has at his disposal. Efforts have been proposed to follow the subject to his lair before attempting capture, as he may have unrecorded allies or information that could be used to track down larger, more powerful strongholds. He is our only current connection to at least two other Malice-Ichors, and I fear that if he dies, we will lose all useful information regarding the subjects "Valerian" and "Asphodel," who have been equally difficult to track. If capturing him alive isn't possible, it is important to have a second and third confirmation of his body; he has already escaped us twice by passing off another corpse as his own with an illusion. For Plaguebringer's sake, don't fall for it again.
