Scholar

Scholar is, well, a Scholar. He keeps track of all of the Trainee Teams and if/when they've been exalted, as well as which Higher-Ups have been appointed, retired, etc.
(Most Trainees are exalted once they reach Level 10, but some may be exalted earlier or later depending on how well they do in battle.)
Unfortunately, though, he's a bit behind in his writing, and has forgotten about a few teams. Instead, he's marking them down with a few question marks.
Lucky for him, though, the 'teams' system has been taken down, and instead, the Higher-Ups are now training the dragons themselves. Now he keeps track of every dragon that has or will be trained.
