Phylax was sent to Moshkaran by his father Faramond of Silverridge, chairman of Silverridge Industries in Goldensparc, to oversee the family business interests - they own the patent used for the Ringway Accelerator built on the border, a prototypic Lightning-powered device that will enable trains to jump the canyon from the Charged Barrens to the Emberglow Hearth.

He occupies the Chair of Engineering at the Council, serving as an interface between the various engineering and machinist companies of the Engineering Guild, and the governing body.

Phylax is also the founder and a permanent resident of Moshkaran's chapter of the Overseas Hunting Society - a private club for Gaolers to learn the Southern Icefield news, meet with other dragons of the Gaoler diaspora, and discuss matters of mutual concern. A fraction of his annuity goes into the funding of this establishment, to cover what the membership fees do not.

Hatchlings of Moshkaran are among the most blessed of the Caravanserai. While they may be raised by their parents, they may also attend one of the boarding schools as well as later pursue higher education at one of the fine institutions of the metropolis. Other might seek training under any local master of trade until they are of age to travel and seek their fortune abroad.

Although most professions are represented in Moshkaran, the city has produced especially talented scholars, particularly in the fields of botany and alchemy, as well as skilled diplomats and courtesans both from the merchant class and the nobility. Finally, one may find a more spiritual calling there, as all deities possess at least one shrine or temple complex in this capital.
