Proctor is a bit of a brat, but that's not his fault. Faced with parents who all but outright stated that the Fae was their least favorite, and that they'd probably notice his death only after the maggots had eaten his bones, Proctor simply left his family without a word. The only things he brought with him were the clothes on his back and his familiar, a cumulus seal named Nimbus.
Starting from nearly nothing, Proctor decided that his happiness would be measured not by wealth, but by his impact on the world. Thus, the Fae started Salvation's Wings, an organization led by Proctor himself. The goal of the Wings was - initially, at least - to create a haven where any dragon or beast could find a safe home, under the wings of Salvation Herself.
But Proctor went mad with power. Over the years, Salvation's Wings slowly stopped resembling a shelter and began resembling a cult. Proctor donned the title of High Priest and began to speak as though Salvation were speaking through him. Proctor's peers noticed the changes, of course, and tried to warn him - but the Fae simply locked himself in his office, drowning himself in the words of Salvation and ignoring them.
Proctor still leads sermons to this day. Speaking slowly and deliberately through the years of practice, the Fae has become a very manipulative man; his goal is no longer to give dragons a home, it's to keep them locked under his and Salvation's wings. Should you wrong him somehow, you may find yourself having a "casual meeting" with his bodyguards, in a room where you'll most likely leave missing an important body part you had when you entered.
