You need 126 STR in order to Rally Eliminate all the monsters except Mammertee, Kelp Tender, Depin, and bosses. You can also Scratch + Eliminate all the monsters except bosses.

58 QCK makes you faster than all the monsters except Abyss Striker, Relic Eel, and the bosses. Both dragons can have 58 QCK if you Scratch + Eliminate, but if you are able to use 3 Rallied Eliminate in a row you need only 4 turns to defeat the 3-packs, instead of 6 turns. This is why the second dragon needs a slightly higher QCK.
