Dagny is a former Seeker, who left the Order after arriving in the Windswept Plateau and meeting Saxifrage. (He looks like her long-dead brother so she just went and adopted him.) She was intrigued by his garden also. She kept coming to the Plateau whenever she had free-time in between Shade hunting, eventually spent less time on seeking in favor of hanging around some botanical garden in a podunk middle of nowhere town. And that didn't go over well with the Order so she left. She now helps Saxifrage & Allium in the gardens and is having a grand ol' time.
